Revised GRETC Model

III.

Agreement from all the Utilities and the State that the Legislation must reflect the following:

a.	Participation is not mandatory
b.	Asset transfers are not mandatory
c.	The conditions for financial participation by the State must be identified in legislation.
c.	Utilities may develop projects outside of GRETC organization
c.	Language must be added that indicates that rules of the road have to be established and upheld.
c.	GRETC to be unregulated
