Penny Gage brings more than 15 years of experience in energy policy, economic development, and project finance to the Chugach Electric Association Board of Directors. She serves as Chief Policy and Partnerships Officer at Launch Alaska, where she works with policymakers, government partners, and industry leaders to advance energy innovation and infrastructure investment across Alaska. 

Penny grew up in Pelican and Sitka and is Lingít (Suḵteeneidí, Raven Dog Salmon clan). She has a BA from the University of Alaska Fairbanks, a Master of Science in Foreign Service from Georgetown University, and served in the U.S. Peace Corps in Nicaragua. She has served on several boards, including the Anchorage Museum, The Nature Conservancy Alaska Chapter, the Sealaska Corporation Shareholder Participation Committee, and her local North Star Community Council. She was a 2024–2026 Fulbright Arctic Initiative scholar, researching clean industrial development and energy infrastructure in northern Sweden. Penny lives in Anchorage with her husband and two young children.
